EDIT: I added more to the last step in the actual tutorial, regarding the Diffuse Glow filter. Make sure your secondary colour is white, because that's the colour you want the glow to be.

Anyways, I was playing around with Photoshop, trying to figure out a good way to make shoujo bubbles without using any custom brushes or patterns.
lo and behold, I found one ¦D And I'm sharing it with all of you <3
I didn't use my tablet at all for this, so it's ENTIRELY possible with a mouse ;D
